Interested applicants will apply to receive $250,000 in subsidy to bring down the price of any of the 5 available market-rate homes at the Southard. Two households will be selected to receive the subsidy and, if qualified, can use the subsidy to purchase any one of the five homes available. About the Southard

The Southard is an 18-home development located in Tukwila, WA. Each two-story cottage features an open-concept design on the living level. High-quality finishes, built for beauty and durability, feature environmentally sensitive materials. Covered porches create a home-town, neighborly feel.

Homes are highly energy-efficient and come with solar panels, and Energy Star appliances. A ductless Minisplit Heating/Cooling System provides at least 25% energy savings beyond Washington State Energy Code, and a high-efficiency heat pump water heater reduces energy use. Homes are equipped with WaterSense fixtures to conserve water.

Homes feature ample closets and storage. Parking spaces, including electric car charging stations, are provided.

Through highly energy efficient construction, and investments in high-quality materials, homes at the Southard will save homeowners on utilities costs and long-term maintenance.

Located in the Cascade View neighborhood of Tukwila, homes at The Southard are served by Tukwila, Cascade View and Thorndyke Elementary Schools; Showalter Middle School; Foster and Gateway Senior High Schools.

Nearby parks include Cascade View Community Parks, Highline SeaTac Botanical Gardens, Riverton Park and Gully Gardens, and Riverton Heights Park. Grocery stores include the Fresh & Green Halal Market, Saars Super Saver Foods, and specialty grocery retail outlets.

Cascade View is the second most walkable neighborhood in Tukwila. Located on the Military Road bus line and within a mile of the Tukwila International Boulevard Link Light Rail Station, The Southard has easy access to frequent bus service.

How to apply to purchase one of the homes available at The Southard:

Step 1: Make sure you meet the basic qualifications and have a serious interest in purchasing. To purchase any home through Homestead, applicants must meet the criteria listed here. With the lowest interest rate, the minimum down-payment and an average amount of down-payment assistance the monthly housing cost for the lowest priced home available at The Southard is estimated to be about $2,400/mo (click here to see how we arrived at this estimate). This means the homes available will likely not be affordable to households making less than $76,000 gross per year. However, factors such as the amount of savings available for a down payment, and what loan terms a buyer qualifies for may lower that requirement slightly.

Step 2: Submit the 2025 Southard Homes Screening Form by the end of the 11:59pm Wednesday, August 20th. Submission of the Screening Form indicates that you are interested in being considered to receive $250,000 in subsidy to bring down the price of one of the five homes available at The Southard. The Screening Form evaluates whether you meet Homestead's initial criteria, it should take no longer than 5 minutes. Once your eligibility is confirmed through the Screening Form, and your email is verified, you will receive an email invitation within the next day* to complete the full Homestead application.

Submit Screening Form

IMPORTANT NOTE: The full application is applicable for any property Homestead has for sale. Although they ask the same information, there are different Screening Forms for different properties (the form will have the property address at the top of the page). Filling out a property's Screening Form indicates your interest in a specific property, and adds you to the candidate pool for that specific property. For example, if you submitted a Screening Form for 2 different properties, you will use the same full application for both. Completed applications stay on file for 6 months. If it has been more than 6 months since you last submitted a full application you will need to start a new one.

Step 3: Submit your full application by the due date. Your application is due 14 days after the Application Invitation is emailed.

The application requires you to upload various documents to verify household financial situation, see list of documents here. The application portal requires a two-step verification method in order to keep applicants' information secure. This means applicants will need both an email and a phone number where they can receive text messages. If you do not have access to a cell phone or have any other trouble with the application portal please visit the Application Help page. There, you can make an appointment to fill out the application in-person or receive virtual assistance.

Application due date extensions may be given if you contact Homestead before your application deadline has already passed. However, no applications will be accepted for this home after September 3, 2025.

Incomplete applications are deleted immediately after the deadline has passed. Please see the Application Help page if you need assistance with your application.

A $30 application fee is due upon submission.

Step 4: Check your email. Homestead Staff will email you if we have any questions or need any additional documentation to evaluate your eligibility.

Step 5: Top Applicants selected and continue with the next steps in the application process. Homestead staff will select the top applicants based on Homestead's Buyer Selection Criteria. The top applicants will be invited to tour the homes and will receive Homestead's list of participating lenders to seek a loan pre-approval. Being selected as a top applicant does not guarantee purchase, more than 2 top applicants will be selected to account for applicant attrition.

All applicants will received notification of whether or not they were selected as a top applicant by Wednesday, September 10th.

Step 6: Tour the homes and seek a loan pre-approval. Top Applicants will be invited to an in-person tour of the homes and to seek a pre-approval letter from a participating lender. Homestead's participating lender list is available upon request, email apply@homesteadclt.org.

Step 7: Pre-approval letters due. Applicants must obtain a loan pre-approval letter by the due date to be considered for buyer selection. The pre-approval due date will be communicated when the top applicants are selected, applicants will have at least ten days to receive a pre-approval.

Step 8: Buyer Selected. A buyer will be selected based on Homestead's Buyer Selection Criteria.

We anticipate a lot of interest in these homes. There are always multiple interested, eligible, and qualified applicants that apply for each home we sell. We use an objective tie-breaking process to determine which of the applicants will proceed with purchase.

*The Application Invitation email used to be sent automatically to anyone who submitted an eligible Screening Form. The software Homestead uses no longer has this capability. Now, Homestead Staff must click a button to invite applicants to apply. We appreciate your patience with this change in process.

Q: I think I have finished my application but I don't see how to submit it?

A: The submit button will not appear until you have uploaded all the required documents and entered information in all the sections of the application. If you have red clocks by any section it means you still have documents that you need to upload. If you do not have any debts then you will need to click 'I don't have any debts'.

Q: How do I know that my application has been successfully submitted?

A: After you press the submit button you will be prompted to do the following:

Agree to Terms
Pay Application Fees
Electronically Sign

Then, you will receive a confirmation email with the Subject Line: 'Your Homestead Community Land Trust application is complete!' The email will include an attached PDF of your full application.

Q: I have submitted an application through the application portal in the past, do I need to do it again?

A: Completed applications stay on file for 6 months. So, if you recently have submitted a complete application through the portal you might not have to submit another one, please keep an eye out for emails from Homestead staff, we may ask you to update things like paystubs and bank statements. However, anyone interested in being considered for a specific home still needs to submit that home's Screening Form by the deadline. Once you have submitted your Screening Form you will receive an email the reflects your current application status. For example, if you already have an application on file the email will say that, if you need to submit another application you will get email with a link to login into the application. If an applicant did not complete their application by the application due date or were determined to be ineligible for Homestead's program they will need to restart their application.

Q: I verified my email and phone number to login in but I am receiving a spinning house error message and not able access the application.

A: If this happens to you please email olivia@homesteadclt.org for the most immediate assistance. This happens most frequently because there are multiple contact records in the Homestead's database with the same email address you used to login. It can best be avoided by being consistent with the spelling of your name and what email address use in your interactions with Homestead. Do not use the same email address for multiple members of your family, for example - the primary applicant and the co-applicant cannot have the same email address.

Tip: Organize and save all the documents you uploaded into the application in the same place. Mortgage lender's will ask for many of the same documents, having these documents organized already will save you time when applying for a loan.
